The Safety Review concluded that it would be inconsistent, and potentially confusing to tourists, to have a safety railing in one place and not in others. Furthermore, it stated that there was a danger that if a safety railing were installed at the place where the two fatal accident occurred in 2009 then that location might become a desirable place to stop and take photographs, making the area before and beyond the proposed safety railing more dangerous due to a queue forming at those places.
